On July 10, 2021, Governor Ducey signed HB2671 (UST Program Continuation) into law. Williams and Associates had been advocating and working closely with members of the House of Representatives and the Senate since the first read of HB2671: underground storage tanks; standards; reimbursements on February 11, 2021.
UST Revolving Fund Program – what does it do?
- Extends preapproval program by ten years from 1/1/23 to 1/1/33
- Aligns penny per gallon funding mechanism with agency sunset
- 545 days to do TSIP projects (previously 1 year after approval)
- Department can reimburse for suspected release investigations through TSIP – note all other work must be approved first
- Aligns state tank standards with federal law (piping replacement and dispenser system triggers)
